While other universities in the state are established by the State Government of Orissa, a Central University of Orissa (CUO) is formed by the Government of India, by an Act of Parliament.

The Government of India is responsible for arranging, allocating and distributing financial resources required by the University Grants Commission (UGC) for the establishment of Central Universities in India. The higher education system in India being one of the largest in the world, the responsibility rests on the Central Government to devise policies with a view to improving the quality of higher education in India.Improving the quality and access of higher education and research in India has become all the more important keeping in view the growing need of qualified human resources in various sectors of the economy.
It is the appeal from the educated mass that provide detail information about the CUO and create a new website of it.
